🌍 ReFi Community Channels: A Plan for Cosmo-local Stewardship & Connection

Across the ReFi movement, regional Telegram groups have emerged as key spaces for local connection, collaboration, and discovery. From ReFi Spring events to Local Node activity, these community channels have organically emerged over the years and have helped people find each other, share opportunities, and grow the movement in contextually relevant ways.

We believe that every major region, bioregion, or country with active local ReFi builders and community energy should have its own dedicated ReFi community Telegram group—serving as a local entry point into the movement. At the same time, they need to be well-managed to prevent spam, avoid misuse, and ensure that channels don’t become lost or “bricked” when original admins become inactive.

This post outlines a proposed coordination plan to support these groups with clear stewardship, light governance, and long-term alignment across the network.


:compass: Vision

Regional Telegram groups play an important role in anchoring the ReFi movement in place-based context. While their setup may vary, we encourage a few common patterns to help ensure consistency, coherence, and sustainability:

  • Offer a welcoming entry point into the local ReFi ecosystem

  • Enable discovery of opportunities, collaborations, and events

  • Be either open-access or lightly gated, depending on local needs and spam risk

  • Align with the ReFi DAO Community Covenant to uphold shared values and principles across the network

We recognize that each region may adapt based on its unique context and stage of development. What matters most is that these groups are actively stewarded and contribute to the broader cosmo-local fabric of the ReFi movement.


:hammer_and_wrench: Management & Stewardship

To support the integrity and longevity of these groups, we propose the following:

  • @refidaoglobal (or a trusted bioregional steward) should be added as an admin or owner

    → Owner is preferred when possible, as Telegram only allows one owner and this ensures continuity if original owners become inactive

  • Active local leaders should also be added as admins

    → These individuals should either complete the ReFi DAO Network Member onboarding or sign the Local Node Agreement (for more formalized communities)

  • Basic group structure and setup guidance best practice, e.g:

    • Naming convention ReFi (e.g. ReFi Colombia, ReFi Mediterranean)

    • ReFi aligned visual branding and pinned welcome message templates

    • Use of anti-spam bots (e.g. Shieldy, Combot)

    • Optional sub-group nesting (e.g. ReFi MedellĂ­n under ReFi Colombia)

Regional flexibility—some groups may act as parent channels to more localized ones, while others may be standalone. What’s important is that stewardship is active and discoverability is supported across the network.


:ballot_box_with_ballot: Governance Considerations

Each regional ReFi Telegram group should be locally governed, with key decisions made by the active local admins who understand the context, culture, and needs of their community.

The role of @refidaoglobal is primarily to provide stewardship and backup support—helping ensure continuity, alignment with shared principles, and prevention of issues like group loss, spam or misuse. Any actions taken by @refidaoglobal—including changes to group settings, admin roles, or moderation decisions—should always be done in consultation and consent with the local admins.

This approach reinforces local autonomy while maintaining a light layer of network-level accountability and support.


:seedling: Regional Channels & Local Nodes?

Regional public community channels were introduced before formal ReFi Local Nodes, and have also in some cases served as catalysts for the emergence of Local Nodes. The relationship between the two is intentionally flexible—not every regional channel corresponds to a formal Local Node. However, when a Local Node is activated in a region with an existing community channel, we encourage stewardship transition to the Local Node leadership team, enabling the channel to become core infrastructure for the emerging local ReFi nodes.

Here’s how we’re approaching this rollout:

  1. Map all existing regional groups, their owners/admins, and identify gaps

  2. Post this framework (:white_check_mark: you’re reading it!) and gather community input

  3. Reach out to all current group admins to share this plan, invite alignment, and ask for @refidaoglobal to be added as owner

  4. Create new regional groups where needed and support onboarding of local stewards

  5. Publish an updated public directory of all official ReFi regional groups on refidao.com for easier discovery

This is already happening right? Each Regional “node” chat owner has a chat for its region or city. Which is great.

yes indeed. But quite a few have had quite a few situations with Telegram groups getting bricked because the original owners disappear as well as some other complexities. Aiming to better align and coordinate with the steps laid out in the above post

The ReFi Lagos group has been inactive for a long time, which is a missed opportunity for connecting local builders, projects, and community members here in Nigeria. I believe there’s strong untapped potential for this channel to become an active hub for collaboration, event sharing, and connecting with the global ReFi network.

I’m building AfriCycle, a live ReFi project on the Celo blockchain that incentivizes waste collection, verifies recycling activity on-chain, and issues tokenized environmental impact credits. Through AfriCycle, I’ve been engaging with waste collectors, recyclers, and sustainability-focused organizations in Lagos and across Nigeria and africa at large.

I would be happy to take on the stewardship of the ReFi Lagos group, reactivating it, building community participation, and aligning it with the broader ReFi DAO vision. My goal would be to foster a space that not only connects local actors but also bridges our work here in Nigeria with the global ReFi movement ensuring that impactful initiatives can find both visibility and support

Owning a Telegram group comes with full control and responsibility for its management and safety.
Since Telegram allows only one owner per group, losing access to the owner account can result in the group becoming unrecoverable or compromised.
This guide outlines security best practices to protect the owner account and ensure the continuity of the group.


:compass: Governance & Access

1. Use a Dedicated Account (If Appropriate)

  • For community or organization-led groups, consider creating a role-based account (separate from your personal Telegram) to serve as group owner.

  • Clearly define who has access and under what conditions.

2. Limit Owner Account Access

  • Avoid sharing login details unless absolutely necessary.

  • If sharing is required (e.g., organizational accounts), use a secure password manager and keep a log of who has accessed the account.


:shield: Security Controls

A. Two-Step Verification (2FA)

  • Enable Telegram Two-Step Verification:

    • Set a strong, unique password (stored in a secure password manager).

    • Use a recovery email you control and check regularly.

  • Avoid relying only on SMS verification — it can be vulnerable to SIM-swap attacks.

B. Passcode Lock

  • Enable Telegram’s Passcode Lock on all devices where you are logged in.

  • Use a 6-digit PIN or strong alphanumeric passcode.

  • Set auto-lock to 1–5 minutes of inactivity for maximum security.

C. Device & Session Security

  • Log in only from secure, up-to-date devices.

  • Enable device encryption and strong OS-level passwords.

  • Regularly check Telegram’s Active Sessions and immediately terminate any you don’t recognize.

D. Limit Device Exposure

  • Keep the owner account logged in on as few devices as possible.

  • Avoid logging in on public/shared devices entirely.

  • If a device is lost or stolen, immediately revoke its session from another device.

E. Credential Hygiene

  • Use a unique password for Telegram that is not reused anywhere else.

  • Store all credentials in a reputable password manager (Bitwarden, 1Password, etc.).

  • Periodically rotate your passwords and review account recovery settings.

If the owner account is compromised:

  1. Immediately end all active sessions from a secure device.

  2. Change your Two-Step Verification password and recovery email credentials.

  3. Inform trusted admins and agree on next steps for group management.

  4. If possible, transfer ownership to a trusted backup account until security is restored.

  • Always appoint multiple trusted admins with full permissions so they can manage the group if the owner account is inaccessible.

  • Consider pre-designating a backup owner who could receive ownership in case of emergencies.
